Did it snap off flush to the housing or the intake manifold? If an easy out bolt extractor doesn't work, try welding a nut to any part of the old bolt so it can be wrenched out.

If it's flush to the housing, then the housing should come off, the housing is not threaded and it's the bolt heads that hold it in place. If both bolt heads are snapped off, then try and pry the housing out of the way, and you may have more exposed bolt to work with. Bolt extractors are iffy, sometimes they work but not all the time. Heat the manifold and ice the bolt or apply liberal amount of penetrating oil while trying to back it out. If you're truly good and stuck, look up a mobile mechanic that can tackle a broken bolt. They most likely will have a little mig welder and can tack on a nut to make it easier to back out.
