I've had an impala 2006 sitting for 2 years . Lost the key
ovee the years and when i asked the locksmith to make key
to crank, he said it wouldn't start with key because after it
sits for that long, it shuts down electric power. Is this true?
If so, what's the cheapest way to fix?

Ya the antitheft system will most likely need to be reset. http://www.diy-gm-security.com/

Is this something that happens guaranteed or is it possible the car may start? I ask this because it's already costing us 150 to get the key made. The antitheft system reset, can it be done by us here at home or is it a major procedure?
Super save yourself a lot of problems and take it to the dealership. It will cost you about $400-$500 but you can go pick it up and drive it home. The dealer has all the computers needed to rest everything. I know that's not really the answer you want but if it's a car you want to keep save yourself a headache.
