04 Subaru Legacy won’t crank

I have a 2004 Subaru Legacy 2.5L and it won’t turn over,
when I put the key in and turn it the usual dash lights
come on however it won’t turn over I checked the battery,
replaced the starter and the engine rotated by hand when
I checked all fuses good not sure what’s going on please
help.

Did the replaced starter include new solenoid starter contacts? These are infamous for wearing out. About $15/pr at Subie dealer.
