Turbos work with low restriction air and exhaust systems. If either one is restricted you won't get boost. Make sure you do not have induction leaks or a waste gate that is set too low.

How would you be able to tell the original turbos seized and i got ones in it now out of wrx wagon and they go but might have check that out but pretty sure no boost leaks or anything what do u mean about wastegate set to low ??

I don't know what set up you have. IF the waste gate is adjustable and set too low or malfunctioning you won't get much boost. How much boost do you get?

Since this sound like a cobbled together boy racer special a lot of things could have been done wrong. Obviously check for turbo function. Do you hear it wind up?

Maybe this will help. https://cobbtuning.zendesk.com/hc/en-us/articles/200025234-Boost- Issue-Diagnosis
