my 2000 legacy l does not blow heat to the floor, how do i fix this

Blend door actuator controls the temperature of the heat coming out of the vents, there is another actuator that determines what vents the heat comes out of

If it cant determine what temperature the it pushes out I would replace the blend door actuator. If it has issues with what vents it comes out of I would look into the mode actuator
