Voltage fluctuations

I have an 05 grand prix. I have replaced the belt alternator
and battery. The voltage goes up and down. I did the test
with the meter and it is telling me I have a bad ground. I
looked at the ground next to the battery and that is good.
Sometimes I get a charging system failure. Not sure what
to do next

Just looking at the battery terminal or connector is not sufficient. Make sure the terminals are clean by removing them, cleaning with a wire brush, and reassembling them making certain the connection is tight.

Change the positive cable going to the battery. My daughter's car was throwing the charging system failure. Changed alternator 3 times and battery plus 8 hours of diagnostic testing at a shop never found the issue. I bought a cable at Advanced Auto. Been driving it all over with no issues.
