Okay, So i have a 1997 grand prix gt 3.8L (non super-charged). Electrical issue?

One day i was driving down the road to
work, when my fuel light came on. I knew i
was getting low on fuel but apparently lower
than i thought because my car stalled.
Luckily their was a cop and he helped me
get gas. I put gas in my car and it still
wouldnt start. I was frustrated and late for
work. Later that night, i got a tow from one
of my friends. The fuel pump wasnt priming
when i turned the key to the "on" position
so he told me my fuel pump was shot. I
checked relay and fuse first and replaced
both. Still nothing. We bypassed the relay
and the pump kicked on. So confused as
ever, i started doing research and thought
maybe the pcm wasnt getting a signal from
the crank and cam sensor so we borrowed a
harmonic balancer puller and went through
all the work of that and still nothing. I
started thinking smart and realized maybe a
wire was bad. Mind you i work at harbor
freight tools so i asked a million people what
their thoughts were. Seems like theres no
power going to the fuel pump from the
relay. So I chased the wires and found a
broken wire from the pcm to the relay. I
fixed that, but yet still no pump. My
electrician friend came over and we tested
wires. Seems to be a voltage drop at the
pump wires. It was reading only 2v so i
followed up the wires and they were reading
4.3v is it possible for a pump to not kick on
from low voltage?

Did you test pump with the pump powered up and test for a voltage drop, this is really the only way to test the pump, anything more then a .5 voltage drop to the pump means the pump is no good. Check you tube there is a an in depth viedo on the suject of checking a fuel pump.
