You need a new turn signal switch

It's worn out, get a replacement one out of a pullapart place or salvage yard.

Under the center ring is a plastic circular gadget that has a rotational finger in each side. These fingers slide over the turn signal ramp one way, but push it off in the other. Pull the horn/center ring to expose and you might be able to fix with crazy glue. This has worked for me.
