Turning signal and digital heater stops working at same time

It sounds like a faulty ground. A lot of things ground out to the heater, so I'd check the heater itself to see if the ground is loose behind there.

I also have a 2001 Grand Marquis LS, (aka Lunette) my heat stopped working about a month ago. The defrosters are working, front and back. The fuses are all fine. The relays are good too. I'm pretty sure the blower fan is spinning, it sounds like it is, I double checked my coolant and that's all good too. When I turn on my heat there is a hissing sound followed by the squeal/baby squeek of the actuators moving into position, The actuator on on the passenger side behind the air bsd needed adjusting when winter started but was working fine after I switched it. Any educated guesses? I'd really appreciate it. I uploaded a picture of the test results from the HVAC self test. Thank you
