Where is the turn signal relay on a 2001 mercury
grand marquis, and how do I get to it?

Your turn signal relay should be located under the dash board near steering column , usually green or black in color, there are a few relays under there, for exact location refer to a manual such as Chilton's or Haynes.

Is there a diagram or something you could give me? I looked all around the steering column and didnt see anything green or black that looks like a relay

Try looking again for either gray, black, green or red, unfortunately my book isn't with me at the moment, there also may be a relay located under the hood in the fuse control center or relay junction box, should have also either round or square flasher unit, which produces the actual intermittent signal to these lights, they are sometimes round or square and made of metal, sometimes plastic. In any case if you have the owners manual, these locations will be noted in the book. If you still have trouble locating the relay or flasher unit, Autozone has some diagrams available on their website, www.autozone.com
