You can use a test light checking for power or a digital multi-meter, and yes if the battery is very low would not have enough power to run the fuel pump.

Check inertial cut-off in trunk, check or replace fuel pump relay. Charge the battery.
Fuel pump will not work in tank but remove it it will work out of the tank what is the problem
