If the gasket under the cowl that sits on windshield, if this gasket is dry and cracked and the cowl is not tight and flush against the windshield , will this cause water to wet carpet?

No, your carpet will not get wet the rubber strips the plastic cowl along the bottom of the windshield is for looks and not a functional seal.
