I switched the spring solenoids with
each other and still have the same
results

You have either a leak in the rubber air spring (not really a spring but an air bladder) or a bad height sensor.

How does the height sensor switch affect both air bladders?

There is only one. It really won't, I kind of jumped the gun saying that. click for full screen

Use a spray bottle with a little dish soap and spray all over low side. look for bubbles to determine if it's actually the bladder or an air line

Did you get this figured out? I have the same problem on a 2002 Lincoln Town Car. The passenger side is always lower than the driver side. Swapped solenoid side to side did change anything, then I swapped air springs side to side still have the same results. No one has explained how the height sensor would affect both air springs when there is only one sensor. Both air springs should have the same amount of pressure ????
