Check for a coin dropped in one of the lighter sockets. I've seen this many times on other vehicles.

According to the fuse-box diagram, it's a 30 amp fuse for all the lighters. See the link: http://www.autofuseboxdiagram.com/wp-content/uploads/2012/09/92-94-Lincoln-Town-Car-Fuse-Box-Map.jpg

Typically, there are 3 cigar lighters. The only devices on that 30A circuit are the cigar lighters. One in the dash and one in each rear door. You could have a chaffed wire, a bad cigar lighter element or a penny in one. 30A is the proper rating.
