What is the part that is missing on The jeep?
Under the grille there is an empty space
where the radiator is showing. Isn't this
supposed to be covered somehow and if so
what is the part called?

Nothing is missing. In 2004 they changed the "fascia" to create a more open look and that's what you are noticing when you compare the look of earlier (1999,2000,2001,2002,2003) model years of this generation (YK) Jeep. Sorta looks like an air scoop but don't try to plow snow with it.
