heat blowing cold after changing serpentine belt & idle/tension pulley part

I lost heat, then power steering. I realized the
serpentine belt had come off. I replaced with a new
one but nothing seemed wrong with the old one.
Then i replaced the tension/idle pulley part. It ran
fine for a few miles then started running a little on
the hot side & when fan kicked on it was
obnoxiously loud. Had heat & it went back to
blowing cold air.

From your description it sounds as though the belt still is not operating as it should - either the tensioner is not keeping tension or belt is wrong size or there's a stuck pulley. That's assuming there isn't another unrelated mechanical breakdown.
