The blower motor resistor pack is also the fuse, replace them as a unit. You can try swapping around relays under the hood, see if the problem follows the relay, but most people report the common fault is the resistor pack/fuse. Should be less than $20 to replace, you'll have to go through the glove box, the parts counter clerk at any auto parts store should get you the right part.
The heater was blowing when we went to dinner but when we headed home again it wouldn't turn on. Would that be a fuse, relay problem? Or fan?
