CLICKS BUT WONT START, PLEASE HELP ME!!!

I tried everything and nothing seems to be working, My check engine lght is on,
I unhooked the battery and let everything reset, I got the Starter tested, New
Alternator and Battery, Changed the battery in Key Fog and car still wont start  
just clicks when i turn the key. I hooked a Innova 3020d to try to pull codes and
it just says 0 dtc whatever that means, Can someone please help

When i trip the car codes by key it says P 1684, I looked it up and it said something about my battery unhooked in the last 50 turns, But I haven't unhooked my battery since i posted this post, Could it be the PCM Harness making it trip?
