No power to fuel pump no fuel at Schrader valve

Son ran it out of gas in driveway since November went from key on no crank no nothing but instrument panel then replaced multiple fuses. To blowing the bcm2 fuse every time I cracked it to now new fuel pump new filter new relays and still few more fuses. Now I have no fuel pressure and no power at fuel pump (presumably because of multi meter) your help would be greatly appreciated
