Car keeps dying out

Will the pcv valve cause a car not to start?

Not normally, if the PCV system has totally failed and the engine is worn enough that it is pushing oil into the intake that can cause it not too start but you would have a lot more other symptoms first. Things to check would be fuel pressure, spark output, codes in th engine management computer.
