I had this problem. It's the blower motor resistor. It's probably up under the passenger footwell behind the glovebox, I'm not sure about your car. It's an easy and cheap fix. Ur blower motor is wired into the car's electrical system and the resistor is what regulates how much current actually gets through to the blower motor and generates fan speed. More resistance = less power to the motor = slower fan speed. Ur resistor isn't working and therefore the blower motor gets continuous full current and therefore continuous full speed air. It's easy to fix. I did it myself with the help of youtube
