I have a 2004 Crown Vic the number 8 coil pack
keep going out every time I pulled the coil pack out  
the  hole  full of water don't see any leaks where
the water can come from??

Check the weatherstripping at the edge of the hood and the gutter drains at the firewall.

do a compression test sounds like you could have a leaky head gasket
