Look at fuse 21 in the underhood fuse box. Most likely though the shift solenoid ("A") coil has gone bad. The parts not that expensive but have to drop the pan to replace it. A tranny shop can do it pretty cheap, may as well get fluid changed too with pan off.

KenF you are a legend. I bought my crown vic police interceptor and it was running so badly. The trans was only shifting on the first and second gear only. I had around 31 errors code using the OBD 2 scanner. I opened the fuse box and I didn't find the fuse 21 installed. I bough the fuse and and installed it and now it runs stronger than any new car I have driven in my entire life. Thank you
