Why 96 crown victoria will not shut off

I am not disagreeing with Tom. But do you mean it runs as usual after turning it off, purrs like normal or what we call "dieseling"..chugs and idles very rough? IF that is the case you might want to try a few gallons of premium..premium gas has a lower flash point and will not ignite from a carbon build up on the spark plugs..which is another thing that it needs, new plugs and ignition timing checked. That is all, like I say, only if that is what you meant by 'not shut off'
