04 Monte Carlo clicking noise from dash when keys are out of the ignition

there is a fast clicking noise coming from behind the
dash. It randomly starts when the keys are out of
the ignition and continues after the car is running. It
doesn't happen every time either.

This is most definitely the blend door actuator. Very common in GM. Google and Youtube how to change it. There are several videos and DIY articles on the subject.
