Check your local area for what others like it is selling for. Craigslist is normally a good place to look for this info.

Depends greatly on the extent of the rust(in my opinion). if its isolated to mostly one area (my 95 has a rusted through tailgate, but the rest is solid), it is therefore easier to deal with. if its surface rust on the underside (common) don't worry too much about it. but I agree with dandyoun, Craigslist is a good place to start. also, look on the finished bids on ebay for vehicles in similar condition and see what the actually sold for.
