2006 toyota camry feels like it wants to shut off when braking

I just got the starter changed and on my way home I noticed when I brake the car feels like it's going to shut off.  Is this an issue with the starter or something else?

Disconnect the negative battery cable for about an hour. Reconnect and drive the car. ECU may have to reset itself.
