Car wont start, over fueling, flooding the

Sounds like the fuel pressure regulator is defective. Thus supplying too much fuel to the engine. If you do get it started Have it checked...If allowed to run with a overly Rich fuel mixture can destroy your Piston rings and possibly your engine. Most commonly known as fuel washing.
