The buttons on the passenger seat buttons to move the seat doesn't work.
I suspect it needs batteries or fuses. How and where do I change them out?

Not likely a battery - most seats get power through a fuse. Find your fuse panel and look for one marked "ACCY" (or something like that). If not the fuse, it could be the switch itself. To change a fuse, get one of the same amperage, pull the old one out and replace it with the new one. If it turns out to be the switch, that will require a little more effort but actions are the same. The switch is probably mounted on the lower portion of the seat and you will need to investigate how to remove it and replace it with a new one.
