Site forces me into an offer even when selecting "List for 4.95"

I read the help at https://cargurus.helpscoutdocs.com/article/34-how-do-i-sell-
my-car, it seems simple enough but every time I hit the "List for 4.95" link the
site says I have an active offer and won't allow me to list my car. I do not want
the offer and would decline it or remove it if that was an option. How can I list
my car (2012 Lexus RX-350).
