What is hanging from underneath my Lexus IS 250 after going in for service at the dealership?

I went into the dealership for a regular service appt and after picking it up and pulling into the driveway of my house I heard a scraping sound. I checked underneath and there is a flap that is hanging down and attached to the bottom of my car. Is this part of servicing to protect my car? Could someone help? I called the dealership and they need me to go in, I just want more info about this before I go back in. Also, I want to be sure it is safe to drive.
