I have 99 jeep wrangler 4wd my rpm is always at 3 is that normal?

No - idle should be around 900-1100 rpm. It could be a vacuum leak. It could be a throttle cable hung up. It could be the throttle plate in the throttle body is sticking open. It could be a cruise cable holding it open.
