I know a fleet vehicle is a vehicle that was used for
rentals, police cars, etc but is it smart to buy a car
that used to be a fleet vehicle and does that
negatively affect the resell value?

In my opinion this does reduce the value somewhat. Your concern indicates that you think it does too. If you do and I do then other people think the same thing. I might buy one but at a reduce price.
