1996 Subaru legacy outback 2.5l

I have a 1996 Subaru legacy outback that turns
over but won't start. It keeps turning over for as
long as i turn the key. The coil pack and fuel filter
are both good so i thought for sure it was either
the fuel pump or fuel pump relay. So i replaced
both and it still won't start. Please help!

I do have spark and fuel. My neighbor went thru with me and checked the coil pack for spark, disconnected the fuel line from the filter and fuel came out, and i think he checked a couple other things as well. And he was pretty certain it was the fuel pump or fuel pump relay. So i tried a new relay, nothing. Then checked for power to the pump. It read some, But only ab 8 amps. And it read the same w/o turning the key, which i didn't think was supposed to happen. Anyway, i replaced the fuel pump and still nothing. Another friend said maybe the camshaft position sensor? Idk where to go from here so thanks so much for the help, cjsras or anyone
