What does "Fleet use" mean?

I see cars that are reported to have "fleet use". I thought that meant that the car
was used as a rental but I have also seen cars listed as rentals. What exactly
does "fleet use" mean?

As in a business fleet that might do deliveries or haul tools and equipment.

I suppose it might also be car rental use.
