99 chevy lumina won't start

Starter clicks but won't turn over. All
new parts. Checked fuses and relays.

Check the starter again. Even if it was rebuilt, it may have been sitting on a shelf for a long time. If the starter functions during a bench test, make sure it was properly installed (may need shims). Also make sure the engine crankshaft turns, you can use a socket on the front bolt of the crankshaft to make sure the engine can turn over.
