2001 1500 Dodge Ram 2wd engine cranks but wont start. Multiple relays in fuse bix cycling rapidly

Engine cranks. But wont start without spraying
starter fluid in the air box. Fuse bx makes noise

I think the start using starter fluid indicates no Fuel, problem, Check fuel pump fuse, and relay, and pump its self, filter.
