My 99 mercury cougar won't start

I put the key in lights and everything work fine but
it won't turn over, click or anything.  We bypassed
the starter solenoid and you can hear it working.  
Alternator and battery are both good. What can I
do??

You have to check to see if power is at the small wire on the starter solenoid when someone is turning the key to the start position. If there is power there then the starter solenoid is bad. If there is no power there then it could be the ignition switch, or the neutral safety switch, or clutch safety switch if so equipped. Try moving the shifter when trying to start.
