94 Oldsmobile 88 won't start

For the past couple of months I have had to turn
the ignition a number of times before the engine
would turn over. A lot of people speculate that my
starter was going bad but when i had it tested they
said it was fine. Earlier Today I started the car after
a few minutes of fighting but now it wont turn over.
There is no audible clicking and the battery is fine.
Please help

It's possible your starter relay is defective....
