I am not sure about that. According to a show playing on the Discovery Channel the koenigsegg ccxr may be faster. The 0-62mph may be faster on the Veyron, but the actual top speed says >250 which says to me it is faster that 250mph. The Veyron is rated at a tested 253mph , but showing a faster than 250mph rating the CCXR may actually be the faster car with the additional 17hp. And with only 255cu/in the CCXR seems to be making much more power per cu/in when hte Veyron has to bost 488 cu/in to make 17 less hp.

Is there a difference between fastest in a straight line and fastest in an actual lap?

the konegseigg ccxr is faster than the bugatti veyron 16:4. the veyrons top speed is around 401km/h (249.22 mp/h) whilst the konegseigg is approx 418km/h (259.78mp/h)

yes there is, the SCC Ultimate Aero is faster in a straight line (drag), but in a lap race the Veyron wins by a lot.
