It is a high performance machine, special engine, transmission, suspension, brakes. Also means stripped down interior, plain seats, no carpets only mats. It can also mean do not buy unless you’re ready to sink a lot of money into it.

It means that some idiot who thinks he's a racecar driver bought it and drove the hell out of it. Now, he's trying to find a bigger idiot.

Not necessarily a good vehicle to buy. Depending on the level of police package, it may just be a Taurus with a higher speed limit and different geared transmission. If it's a full on retired police car you probably don't want it. It's had a hard life. High speed chases, crashed into things, drunks throwing up in it, etc. Also, since most larger police departments service and repair their own vehicles, most of the catastrophes it's been involved in won't show up on a vehicle history report. I once bought a retired police car and I'll never make that mistake again! Jim
