looking for a 4wd or awd suv that has a full size spare, not a donut, and will pull
at least 3,000 lbs costs in the 40g's or less.  Is there a vehicle out there that
matches this?  If no, how about a truck?

New or Used? I am sure lots of vehicles will fit your requirements. 3k towing is minimal and a lot of vehicles will meet that.
