What is the +/- for and what does it do on
my gear shifter for my 2013 Chrysler 200?

It allows you to select a gear manually. (+) shifts up to the next gear, (-) shifts down to the pervious gear. When this mode is active the vehicle will not shift up to the next gear unless you press the button. However most cars with this feature will shift back into first gear for you once you stop. Only forward driving gears are affected so you wont have to worry about the car going into reverse or neutral. Beyond spirited driving you could use it when climbing a steep hill to avoid bogging the engine down for an example.
