That simply means the seller financed the vehicle when they bought it and the vehicle may not be paid off. But remember, when a vehicle is paid off the finance company does not report that to the State Department of Motor Vehicles. Unless the owner goes to a Motor Vehicle Agency with the title and reports that it's paid off the vehicle history report will still show there's a lien on the vehicle. For example, I bought my 2008 Grand Marquis in 2012 and financed it. I paid off the vehicle in 2016 but never reported it to my State's Department of Motor Vehicles. I don't believe that's my job! I have the clear title and on it the title it is signed by a representative of the finance company and dated releasing the lien. So when I sell the vehicle Motor Vehicles will update the title status and remove the lien information from the VIN. Hope that helps! Jim
