Toyota Harrier gear box

I have a Toyota harrier 1998 model. It has an
automatic and manual gear box. If I use manual
the icon start flashing and it then does not change
down or up. If I drive using automatic if does not
exceed 3. If I apply breaks without complete stop it
does not change down. It takes time to pick up
speed and when it does it drives well. What could
be the problem and how can it be sorted?
