2002 Ford Bantam 1.3i xl ( rocam)

Good day, I'm having issues with my 2002 Ford
Bantam 1.3i xl's idling. It is idling at 1250rpm but
when apply brakes it drops to about 900rpm. The
brake pedal also feels very hard. While driving and
applying brakes I can hear a sucking sound. I have
already changed the brake booster check valve,
could this be a brake booster related issue?
