It's best not to buy sight-unseen, but if you must, have an inspection service do an examination of the car; the owner will have to deliver the car to the shop for the test. If it's a Toyota, google Toyota shops that offer this. It'll cost up to $200, but will offer peace-of-mind. As for shipping, that's the buyer's responsibility. Search for ICC certified transport companies and get quotes.
