Cant pinpoint noise

I have a 2005 jeep grand cherokee
limited 4.7 V8 , i have this noise that
sounds like a whinning accompanied
by what sounds like tire road noise,this
noise starts as soon as the vehicle
starts moving at low speeds is kinda
loud but almost silent when i reach
speeds of 50 to 55. Its coming from
the front. It hasnt gotten any worse and
its been doing this for about a month
now,  ive had it to garage after garage
they all lift it off the ground and once in
gear it makes no sound at all. Only
when its on the gronud. There has
been no warning lights or no clicking
clunking ,no gear slipping or grinding .

The sound doesn't change when i jerk the wheel left or right. I can put it in nuetral while its moving and still here it. The mechanic says coming from the front but it sounds like the rear to me, could it be low doffetential fluid?
