1996 Dodge Ram ignition issues. intermittent starting problems.

So i just bought this truck and it had been stored outside for an extended period of time.  When its cold the vehicle ignition system often fails to start until several tries.  It has been starting eventually.  I redressed the battery terminals.  the battery looks new. ....One time i tried to shut the vehicle down and then the starter would engage and it nearly burnt itself out, so i started the engine again, then popped the hood and disengaged the battery, then the vehicle worked fine. (it did this only once)  So im thinking its a possible lubrication issue on a moving electrical part of some kind...... any ideas?  has this happened to anyone?

the starter for this vehicle has a solenoid that engages and disengages the starter gears. I guess it was old or corroded or poorly lubricated. replaced the starter and the problem is gone. First i replaced the ignition coil because it looked damaged, and can also cause this problem. But in my case it was the starter.

My Dodge starting issue is a total mystery and driving me nuts. one minute everything was working perfectly, make a quick stop and all the sudden it cranks but won't turn over and start. My first impulse was to replace everything I could think of, funny how tempting that is even when you know better. But I decided to take my light tester to the fuse box first, and low and behold half of my fuses were not getting any power. But here is the strange thing, the fuse that is labeled radio has no power. But when I turn the key the radio works just fine. Any ideas??

My starter turns over but it will not crank unless the check engine light is on
