I would do a drain and flush on the cooling system and install a new thermostat to see if that helps. Does this car have an unmodified original engine?

Also, make sure all the airflow baffles and fan shroud is in place. No missing or broken pieces. Does it heat up at highway speeds or slow speed/idle? Slower speeds it's an airflow problem. Highway speeds it's a coolant circulation problem. HTH. -Jim

In addition if there is any visible corrosion inside the radiator I would get a replacement of get it cleaned.
